A firm protested the Government Printing Office's (GPO) rejection of its bid for graphic design services, contending that the nonresponsibility determination lacked a reasonable basis and was made in bad faith. GAO held that: (1) the bid evaluation was reasonable and consistent with the solicitation's criteria; and (2) the protester failed to submit convincing proof that GPO acted in bad faith. Accordingly, the protest was denied.
