A firm protested the National Aeronautics and Space Administration's (NASA) rejection of its bid for an in-line filter assembly to be installed in a wind tunnel. GAO held that NASA properly rejected the protester's quote under a small business-small purchase set-aside because it did not offer a small business end product, as the solicitation required. Accordingly, the protest was dismissed.
