A firm protested the Defense Supply Center Richmond's (DSCR) issuance of a sole-source purchase order for helicopter instrument mounting bezels, contending that DSCR improperly failed to solicit a bid from it even though DSCR was aware that it was interested and qualified to manufacture the parts. GAO held that: (1) DSCR reasonably determined that for the emergency purchase, it would not consider a quotation from the protester since it had not actually supplied DSCR with the bezels before; and (2) the protester's protest that the urgent need for the interim quantity of bezels was the result of a lack of advance planning by DSCR was dismissed as untimely, since the protester raised the issue more than 10 days after it should have known the basis of protest. Accordingly, the protest was denied.
