A firm protested the Navy's rejection of its bid for boiler plant modifications, contending that: (1) its proposal provided a schedule that met the minimum solicitation requirements; and (2) the Navy's evaluation and rejection were improper. GAO held that the: (1) protester's proposal established nonconformance with the solicitation, which constituted a proper basis for rejection; and (2) Navy reasonably rejected the protester's bid, after it failed to submit an acceptable schedule on three occasions. Accordingly, the protest was denied.
