A firm protested a Defense Supply Center Columbus (DSCC) contract award for skid tube assemblies, contending that: (1) DSCC's failure to provide the protester with a copy of the solicitation precluded it from submitting an offer; and (2) the requirement should be cancelled and resolicited to provide the protester an opportunity to compete. GAO held that the record showed that DSCC followed established procedures for disseminating solicitation documents, and there was no evidence of any deficiencies in its solicitation process or of a deliberate attempt to exclude the protester from the solicitation process. Accordingly, the protest was denied.
