A firm protested two General Services Administration (GSA) contract awards for real estate services, contending that: (1) GSA unreasonably evaluated its proposal; and (2) GSA failed to credit it for lease experience. GAO held that: (1) the bid evaluation was reasonable and consistent with the solicitation's evaluation criteria; and (2) the protester was not biased by GSA's failure to credit the protester for its experience in lease administration, since its technical score would not have changed. Accordingly, the protest was denied.
