A firm protested the Defense Logistics Agency's (DLA) issuance of a project order for metal tube assemblies, contending that DLA should not have issued the project order to Warner Robins Air Logistics Center without first performing a cost comparison. GAO held that it does not review agency decisions to perform work in-house, rather than contract, because such decisions are matters of executive branch policy. Accordingly, the protest was dismissed.
