A firm protested a General Services Administration (GSA) solicitation for courthouse construction services, contending that the solicitation's technical qualifications criteria were unduly restrictive of competition. GAO held that the technical qualifications criteria were not unduly restrictive, since the criteria were reasonably related to the GSA's minimum needs. Accordingly, the protest was denied.
