A firm protested a Fish and Wildlife Service (FWS) contract award for architect-engineer services, contending that FWS improperly allowed an awardee's employee hired after a specific date to participate in a required demonstration. GAO held that FWS violated the solicitation's instructions, but the protester was not prejudiced, since given the protester's overall low score, it would not have been in line for award, even if it received a perfect score for the demonstration.
