A firm protested an Army contract award for aircraft maintenance and repair services, contending that the: (1) Army improperly evaluated its proposal; (2) Army did not discuss the firm's logistics weaknesses; and (3) Army's cost-technical trade-off decision was unreasonable. GAO held that the: (1) bid evaluation was reasonable and consistent with the solicitation's evaluation criteria; (2) protester untimely raised the issue of the Army's failure to conduct discussions on its logistics weaknesses; and (3) Army performed a reasonable technical and price evaluation. Accordingly, the protest was denied.
