A firm protested a Defense Logistics Agency (DLA) contract award for power inverters, contending that DLA did not adequately consider its low price and acceptable delivery record. GAO held that: (1) DLA reasonably downgraded the protester's technical proposal, since the protester was delinquent on some deliveries; and (2) DLA's award decision was reasonable and consistent with the solicitation's evaluation scheme, since the awardee had a superior delivery record and its bid price was only slightly higher than the protester's bid price. Accordingly, the protest was denied.
