A firm claimed reimbursement for its protest costs pursuant to its sustained protest of an Air Force sole source procurement for public utility service. GAO held that: (1) the claimant could recover in-house costs directly related to its protest; (2) the claimant did not sufficiently document two of its company officers' work on the protest; (3) the third officer's calendar diary entries were sufficient documentation of his efforts, except for 4 hours that were not recorded; (4) the claim for this officer's time was reasonable under the circumstances of the protest; (5) the claimant was entitled to reimbursement for its attorneys' fees, but it failed to document certain miscellaneous expenses; and (6) the Air Force should determine the appropriate overhead factor to be applied to the allowable costs and reimburse the claimant accordingly. Accordingly, the claim was partially allowed.
