A firm protested an Army contract award for mortar inner containers, contending that the Army: (1) unreasonably evaluated the awardee's past performance; and (2) used an improper method to evaluate option prices; and (3) failed to hold adequate discussions concerning its alternate bid. GAO held that the Army: (1) properly considered, in accordance with the solicitation's evaluation scheme, the awardee's past performance only under the past performance evaluation factor; (2) properly evaluated the awardee's current ability to meet the solicitation specifications under the manufacturing approach subfactor based on its proposed method, facility, and personnel; (3) reasonably evaluated the bid option prices in accordance with the solicitation's evaluation criteria; (4) held sufficient discussions concerning the protester's alternate bid; and (5) reasonably made award to the bidder offering the best value to the government. Accordingly, the protest was denied.
