A firm protested an Army contract award for base operations support services, contending that the Army: (1) failed to conduct adequate discussions; (2) improperly evaluated its proposal; and (3) failed to perform an adequate cost realism analysis. GAO held that the: (1) discussions regarding the protester's past performance were adequate; (2) Army's cost realism analysis was adequate; and (3) awardee's cost proposal reasonably reflected the costs associated with its acceptable technical approach. Accordingly, the protest was denied.
