A firm protested a Patent and Trademark Office (PTO) contract award for file-mail carts, contending that PTO unreasonably evaluated the technical proposals. GAO held that: (1) PTO reasonably determined that the protester's proposed product was technically unacceptable, since it did not comply with certain solicitation specifications regarding the carts' dimensions and function features; and (2) the protester was not sufficiently interested to protest the evaluation of the awardee's technical proposal, since it would not be in line for award even if its protest was sustained. Accordingly, the protest was denied.
