A firm protested a Bureau of Indian Affairs (BIA) contract award for fuel storage tank removal and installation, contending that BIA should have made award to the protester, since it was the low bidder for the base and alternate schedules combined and the solicitation provided for award on an all or none basis. GAO held that: (1) the solicitation clearly indicated that an award for the base work only was a possibility; (2) the solicitation's all or none provision clearly applied to the line items of each individual bid schedule and not to all three schedules collectively; and (3) BIA properly made award to the low bidder on the base schedule alone, since BIA did not have funding for the alternate work. Accordingly, the protest was denied.
