A firm protested a Navy solicitation for janitorial services, contending that the Navy and the Small Business Administration (SBA) should not have included the requirement in the SBA section 8(a) set-aside program without performing an adverse impact evaluation, since the same kind of services were covered under its incumbent contract. GAO held that: (1) SBA properly concluded that the instant procurement was a new requirement and did not require an adverse impact evaluation, since the area to be serviced under the new contract was more than 50 percent greater than the service area under the protester's contract; and (2) the Navy's previous modifications of the protester's contract were irrelevant. Accordingly, the protest was denied.
