A firm protested a Department of the Interior contract award for the fabrication and installation of exhibits, contending that Interior unreasonably evaluated its technical proposal. GAO held that Interior reasonably downgraded the protester's proposal, since: (1) the protester did not provide sufficient information about its proposed equipment to determine whether it was equivalent to the specified equipment and compatible with certain Interior equipment; (2) the protester's subcontractor requested that any software provided for contract performance arrive at its facility 4 weeks prior to the scheduled delivery date; and (3) a proposed employee did not have adequate artifact conservation experience. Accordingly, the protest was denied.
