A firm protested a Navy contract award for building maintenance and repair services, contending that the Navy: (1) improperly evaluated the awardee's technical proposal; and (2) performed an improper price realism analysis. GAO held that the: (1) Navy properly determined that the awardee's past performance warranted a high technical rating; and (2) awardee's bid represented the best value. Accordingly, the protest was denied.
