A firm protested the Naval Facilities Engineering Command's (NAVFAC) rejection of its bid for street and parking lot repairs and resurfacing, contending that NAVFAC improperly rejected its bid as nonresponsive. GAO held that NAVFAC properly rejected the protester's bid as nonresponsive, since: (1) the protester submitted a photocopied bid bond; and (2) there was uncertainty as to the enforceability of the bond. Accordingly, the protest was denied.
