A firm protested two Defense Commissary Agency (DCA) contract awards for advisory and assistance services, contending that DCA did not adequately consider performance risk and cost in its award decision. GAO held that DCA reasonably: (1) considered each bidder's past performance as it related to each evaluation factor; and (2) made award to the technically superior, higher-priced bidders. Accordingly, the protest was denied.
