A firm protested a Military Sealift Command (MSC) solicitation for tugboat services, contending that the solicitation's requirements were unduly restrictive. GAO held that MSC properly: (1) determined its minimum towing capacity requirements; and (2) amended the solicitation to allow a certain firm firm to compete. Accordingly, the protest was denied.
