A firm protested an Army contract award for hospital housekeeping and grounds maintenance services, contending that the Army: (1) unreasonably found its proposal unacceptable; and (2) improperly made award based on initial proposals. GAO held that the: (1) Army properly determined that the awardee's low-priced technically acceptable bid represented the best value to the government; and (2) protester's proposal failed to meet certain solicitation requirements. Accordingly, the protest was denied.
