A carrier claimed reimbursement for an Army offset for lost freight. GAO held that the carrier was liable for the missing items, since: (1) they bore a reasonable relationship to the items listed in the inventory; and (2) it failed to provide sufficient evidence to relieve itself of liability. Accordingly, the claim was denied.
