Pursuant to congressional request, GAO reviewed the meaning of appropriation act language regarding the availability of Economic Development Administration (EDA) grant funds to a certain grantee. GAO noted that: (1) the act's "available until expended" language constitutes a no-year appropriation; (2) the grant funds are available indefinitely until obligated and expended by EDA; and (3) only the account closing statute would affect the perpetual availability of these no-year funds.
