Two firms requested reconsideration of their denied protests of a Navy contract award for engineering, technical, and logistics support services. GAO had held that the Navy: (1) properly evaluated the protesters' technical proposals; (2) reasonably awarded the contract to the higher-cost, technically superior proposal; and (3) violated procurement regulations when it destroyed the documentation that supported the evaluators' judgments. In their request for reconsideration the protesters' contended that they were entitled to reimbursement of their protest costs, since the Navy violated procurement documentation regulations. GAO held that the protesters were not entitled to reimbursement of their protest costs, since the Navy's: (1) documentation violation did not affect the propriety of award; and (2) evaluation and award were reasonable. Accordingly, the protests were denied.
