A firm protested the Army's rejection of its bid for full food and dining facility attendant services, contending that the Army: (1) unreasonably evaluated its bid; (2) improperly excluded its bid from the competitive range; and (3) improperly gave the awardee credit for its experience as the incumbent contractor. GAO held that: (1) the Army reasonably determined that the protester's staffing plan was deficient; (2) the Army properly excluded the protester's bid from the competitive range, since it had no change for award; and (3) there was no evidence that the Army gave the awardee an unfair competitive advantage. Accordingly, the protest was denied.
