A firm protested a Bureau of Prisons (BOP) solicitation for clinical laboratory services, contending that BOP should have set aside the procurement for small business contractors. GAO held that BOP was not required to set-aside the procurement, since it did not expect bids from at least two responsible small bidders. Accordingly, the protest was denied.
