A firm protested a Navy contract award for automatic data processing support services, contending that the Navy unreasonably evaluated the awardee's bid. GAO held that the: (1) Navy properly considered proposed uncompensated overtime in its bid evaluation; (2) protester failed to present any evidence that the awardee's proposed labor rates did not account for holidays, vacation, and personal absences; (3) awardee adequately resolved the Navy's concerns about whether it would benefit from proposed uncompensated overtime without adverse effect on contract performance; and (4) Navy reasonably determined that the awardee's bid price was realistic and its bid was technically acceptable. Accordingly, the protest was denied.
