A firm protested the Bureau of Prisons' (BOP) rejection of its bid for clinical lab testing, contending that BOP improperly determined that its bid was nonresponsive, since the fee schedule it included in its bid was for informational purposes only. GAO held that BOP properly rejected the protester's bid as nonresponsive, since it failed to offer a fixed price bid. Accordingly, the protest was denied.
