A firm protested the State Department's rejection of its bid for computer-assisted design and drafting services, contending that State improperly evaluated bids. GAO held that: (1) State properly evaluated bids in accordance with the solicitation's evaluation criteria; (2) State properly downgraded and excluded the protester's bid from further consideration; and (3) the protester was not sufficiently interested to protest the evaluation of other bids, since it would not have been in line for award even if its protest were sustained. Accordingly, the protest was denied.
