A firm protested an Army contract award for repair and minor construction projects, contending that the Army: (1) failed to conduct meaningful discussions; and (2) made an improper cost-technical tradeoff decision. GAO held that the Army: (1) held meaningful discussions regarding the protester's significant bid deficiencies; and (2) properly made award to the technical superior, higher-priced bidder. Accordingly, the protests were denied.
