A firm protested an Army contract award for portable battery systems, contending that: (1) the awardee's proposed product failed to meet the solicitation's performance requirements; and (2) the Army unfairly evaluated and downgraded its proposal. GAO held that the Army: (1) reasonably evaluated the awardee's product and determined that it met the solicitation's technical requirements; and (2) properly awarded the contract to the technically superior, higher-priced proposal that represented the best value to the government. Accordingly, the protest was denied.
