A firm protested an Army contract award for custodial, refuse, and grounds services, contending that the Army: (1) conducted an prohibited auction; and (2) improperly made award based on low price without evaluating technical proposals. GAO held that: (1) there was no evidence that the Army engaged in prohibited auctioning activities; and (2) the award was proper, since the solicitation did not require the Army to evaluate technical proposals. Accordingly, the protest was denied.
