A firm protested the Navy's cancellation of a solicitation for a proof test machine, grips, liners, and adapters, contending that: (1) the Navy improperly cancelled the solicitation to avoid further review of its conduct under the procurement; and (2) it was entitled to award as the only acceptable bidder under the original solicitation. GAO held that the Navy reasonably cancelled the solicitation after it determined that the specifications were unduly restrictive and did not reflect its actual requirements. Accordingly, the protest was denied.
