A firm protested a Federal Emergency Management Agency (FEMA) purchase order for computerized badging systems, contending that it should have received the order, since its bid was low. GAO held that FEMA improperly: (1) rejected the protester's bid based on unstated evaluation criteria; and (2) determined that the awardee submitted the low bid, based on a calculation error. Accordingly, the protest was sustained, and GAO recommended that FEMA: (1) determine whether the protester's proposed system would meet its minimum needs and, if so, cancel the existing purchase order and issue the order to the protester; and (2) reimburse the protester for its protest costs.
