A firm protested an Army solicitation for portable latrines and related services, contending that the Army should have: (1) used sealed bidding procedures to prevent the misuse of responsibility factors and circumvention of small business contracting procedures; and (2) issued multiple solicitations to procure the various requirements. GAO held that the: (1) Army reasonably determined that competitive negotiation procedures were necessary to ensure that bidders understood the solicitation requirements; (2) protest against the potential misuse of responsibility factors was premature; and (3) Army reasonably determined that issuing a single solicitation for the requirements would best satisfy its needs. Accordingly, the protest was denied.
