Two firms protested an Air Force contract award for power supply systems and related services, contending that the Air Force improperly made its best value decision without conducting a proper cost analysis. GAO held that the: (1) Air Force unreasonably determined that the awardee's bid represented the best value to the government; and (2) Air Force's cost analysis was inconsistent with the solicitation's evaluation scheme. Accordingly, the protests were sustained, and GAO recommended that the Air Force: (1) terminate the awardee's contract and make award to the bidder offering the best value; and (2) reimburse the protester's for their protest costs.
