A firm protested the Coast Guard's rejection of its bid for radionavigation tower and antennae inspection and maintenance services, contending that the Coast Guard: (1) improperly evaluated its bid; and (2) failed to provide equitable distribution of work to other qualified firms. GAO held that the: (1) Coast Guard properly rejected the protester's bid, since the protester did not have the requisite experience and qualified personnel; and (2) solicitation did not specify equitable distribution of work as an evaluation factor. Accordingly, the protest was denied.
