A firm protested the Air Force's elimination of a small business set-aside, contending that the Air Force improperly amended the solicitation after the bids had been evaluated. GAO held that the Air Force: (1) was required to delete the small business set-aside provisions from all applicable solicitations pursuant to an agencywide memorandum; (2) reasonably determined that removing the set-aside provision would not unduly delay the procurement; and (3) was permitted to amend the solicitation at any time prior to contract award. Accordingly, the protest was dismissed.
