A firm protested a Navy contract award for portable emergency firefighting centrifugal pumps and associated tool kits, contending that the Navy: (1) improperly evaluated the bidders' technical proposals based on an unstated design evaluation factor; (2) failed to conduct meaningful discussions with it regarding its alleged bid deficiencies; and (3) improperly downgraded its bid. GAO held that the: (1) Navy properly evaluated the technical bids in accordance with the solicitation's stated technical specifications; (2) Navy reasonably downgraded the protester's technical bid; (3) Navy held meaningful discussions with the protester and gave it an opportunity to correct its bid deficiencies; and (4) protester was not prejudiced by the Navy's unreasonable downgrading of part of its technical proposal, since its product was otherwise technically unacceptable. Accordingly, the protest was denied.
