A firm protested an Air Force contract award for a voice processing system, contending that the Air Force's evaluation methodology was arbitrary and irrational. GAO held that the: (1) Air Force reasonably determined that the awardee's technically superior, higher-priced proposal represented a better value than the protester's lower-priced proposal; and (2) Air Force's cost-technical tradeoff decision was consistent with the solicitation's evaluation scheme. Accordingly, the protest was denied.
