The Social Security Administration (SSA) requested reconsideration of a sustained protest against a SSA contract award for armed guard services. GAO had held that SSA: (1) did not conduct meaningful discussions with the protester regarding its proposed labor rates; and (2) should reopen discussions. In its request for reconsideration, SSA contended that GAO: (1) erroneously disregarded pertinent information regarding the final round of discussions; and (2) should have dismissed the protester's untimely protest. GAO held that: (1) SSA failed to show any legal or factual errors that would warrant reversal or modification of the original decision; and (2) the protester's protest was timely filed within 10 days of receiving the agency report. Accordingly, the request for reconsideration was denied.
