A firm protested the cancellation of an Army solicitation for structure painting and repair, contending that the Army: (1) did not have a compelling reason to cancel the solicitation after bid opening; and (2) should have made award to it, since it was the low bidder. GAO held that the Army properly cancelled the solicitation after bid opening and resolicited its requirements to: (1) clarify certain ambiguous specifications; and (2) revise minimum work quantities to meet its minimum needs. Accordingly, the protest was denied.
