Two firms protested a Navy contract award for registered nurse services, contending that the Navy: (1) misevaluated their bids; (2) should have held discussions before accepting initial bids; and (3) compromised its price realism analysis. GAO held that the Navy: (1) reasonably evaluated the protesters' bids based on the solicitation's evaluation criteria; (2) properly notified the bidders that award would be made based on initial proposals; and (3) reasonably determined that the awardee's higher priced bid was technically superior and did not pose a performance risk. Accordingly, the protests were denied.
