A firm protested the Bureau of Reclamation's rejection of its bid for powerplant safety and fire protection enhancement as nonresponsive, contending that it submitted the required power of attorney with its bid prior to bid opening. GAO held that the Bureau properly rejected the protester's bid as nonresponsive, since the protester failed to show that the power of attorney was received and subsequently lost after bid opening. Accordingly, the protest was denied.
