A firm protested a General Services Administration (GSA) lease award for office space, contending that GSA: (1) improperly rejected its bid as technically unacceptable; (2) should have referred its bid to the Small Business Administration (SBA) for further clarification; and (3) was biased against it. GAO held that GSA: (1) properly rejected the protester's bid as technically unacceptable, since it failed to meet the solicitation's material requirements; and (2) was not biased against the protester, required to refer the protester's bid to SBA, or required to hold further discussions concerning the availability of the required space. Accordingly, the protest was denied.
