The Federal Aviation Administration requested an opinion on whether it properly denied an employee's claim for subsistence expenses pursuant to his permanent change of duty station. GAO held that the employee was not entitled to reimbursement for subsistence expenses, since: (1) he immediately occupied his government-owned permanent residence upon his arrival at his new duty station; and (2) there were no exceptions to the rule barring subsistence allowances to employees occupying permanent quarters. Accordingly, the claim was denied.
