A firm protested a Navy contract award for video tape services, contending that the: (1) solicitation's specifications were ambiguous; and (2) Navy engaged in technical levelling. GAO held that the: (1) protester failed to provide sufficient evidence that the solicitation specifications were ambiguous; and (2) Navy did not engage in technical levelling, since further discussions were necessary to allow bidders to respond to the solicitation amendment. Accordingly, the protests were dismissed.
