The Bureau of Land Management (BLM) requested a decision on whether it could use appropriated funds to reimburse employees for fees associated with obtaining a certified government financial management (CGFM) designation. GAO held that BLM could not use appropriated funds to reimburse the employees for CGFM training costs, since: (1) there was no law that authorized the use of appropriated funds for CGFM training costs; (2) the cost of obtaining a CGFM designation was considered a personal expense; and (3) the employees' CGFM status was not necessary for the accomplishment of BLM missions. Accordingly, the request was denied.
